The Union County Grand Jury has indicted a pair of men on unconnected charges of sexual crimes against children.
Both men knew the children and had access to them.
“I think there is a lot of situations where people see on television that this sort of stuff is done by strangers, in reality, especially with children, it is often the people who have access to them,” said Union County Prosecutor Dave Phillips. “Parents need to be aware it is not what you see on TV. You have to be aware of who has access to your child.”
The grand jury has indicted Toby Stebbing and Dwayne Allen Slone.
Phillips said that because he wanted to be able to protect the identity of the victims in both cases, he did not want to go into details about the cases, the investigations or the relationships that led to the alleged crimes.
Stebbing, 48, of Dayton is charged with five counts of rape and five counts of gross sexual imposition.
According to court documents, between the beginning of 2004 and the end of 2009, Stebbing allegedly repeatedly raped three separate girls, as young as 4-years-old.
“Stebbing was a relative to the three victims, who had sexual conduct with the children at various times,” Phillips said.
The prosecutor said there were reports of sexual conduct in the past, but investigations did not lead to indictments.
“There were other reports that were made earlier on, but now that the girls are older, they are able to give an appropriate statement to law enforcement,” Phillips said.
If convicted on all counts, Stebbing could face as many as 68 years in prison.
Slone, 33, of Delaware, is charged with four counts of unlawful sexual conduct with a minor and one count of intimidation of an attorney, victim or witness in a criminal case.
According to court documents, between July and October, Slone repeatedly had sexual conduct with a 14 year-old girl.
“This is a person who is known to him (Sloan),” Phillips said. “It is not like this was a stranger or something.”
Phillips said that when the conduct came to the attention of responsible adults, the victim was taken to a local hospital and the matter was eventually referred to the Union County Sheriff’s Office.
If convicted of all charges, Slone could face as many as 25 years in prison.
Phillips stressed that parents need to talk with their children and be on the lookout for changes in behavior or attitude, beyond what is age appropriate.
