Plain City Council approved two ordinances during a special meeting Wednesday that will allow the village to move forward with improvements to Noteman Road.
Council unanimously approved a contract of $1,408,992 with John Eramo and Sons, Inc., a Hilliard-based contractor, to complete the Noteman Road area improvements project.
The contract is broken down into $496,611 for storm improvements, $337,670 for sanitary rehabilitation, $361,680 for water line improvements and $164,930.50 for pavement repairs. An additional $93,100.50 is included for “general shared items.”
Council also approved a supplemental budget update that will account for a grant and loans from the Ohio Public Works Commission (OPWC), as well as loans from the Water Pollution Control Loan Fund (WPCLF), which is part of the Ohio Environmental Protection Agency.
Finance Director Renee Sonnett noted that the village received a $267,000 grant from OPWC that will go toward the cost of the project.
Council member Michael Terry noted the cost for the village will then be slightly over $1.1 million rather than the full $1.4 million contract.
Village Administrator Haley Lupton also gave a brief financial report, which she said was based on a daily report she compiled for council members to reference rather than an audited summary.
However, she said there are several notable items the report illuminates.
The village’s income tax revenue is looking good so far, Lupton said, adding that it is “on track, if not a little bit better than last year.”
Lupton also noted that, at this point, 0% of the parks capital fund has been expended. She explained that the village is currently researching the best way to use the fund dollars, so she expects more will be expended in the near future.
Along the lines of the parks and recreation, Lupton said revenue generated by the campground at Pastime Park is up 29% from this time last year.
Lupton’s financial summary also included a project report that details street work as well as event planning.
According to her report, just over $587,000 have been encumbered for the northeast streetscape project. Construction is beginning on the project.
The southeast streetscape project also has $43,250 encumbered toward it, with engineering being finalized on the project.
A similar amount, $42,000, was also encumbered toward West Avenue connectivity projects. Lupton wrote that a feasibility study has been completed and an engineering project was signed this week.
An engineering contract was also signed for the village paving program, for which $40,700 were encumbered.
The Bigelow Avenue parking lot is also in an engineering phase, with just under $52,000 encumbered for the project.
Lupton also thanked the generosity of volunteers throughout the village, as only $577 were spent to host the village’s Easter events, including the annual egg hunt. More than 7,000 eggs were filled with candies and treats for “a really impactful event” for families in the area, Lupton said.
Council will hold its next regular meeting Monday, April 10 in council chambers at the Plain City Municipal Building, 800 Village Blvd.
