Due to the Christmas and New Year holidays, council held their end-of-the-year meeting Monday night with barely a quorum in attendance. Councilmen Von Beal and Reddy Brown were both absent from the meeting.
Two items on the agenda included continuing the Enterprise Zone Tax Incentive agreement with Richwood Banking Company. This tax incentive agreement is scheduled to expire on Dec. 31, 2027. Due to time constraints, council waived the three-reading rule for the resolution to approve the continuance of the tax incentive with RBC. The bank has met the terms of the agreement,which includes creating/retaining jobs, the payroll generated by the jobs created or retained and the amount of real and personal property investment. Council unanimously accepted the continuance of the agreement.
The second item of business was waiving the three-reading rule for the fuel card policy. Council wanted to establish uniform procedures, accountability and controls for fueling motor vehicles and equipment that is owned or controlled by the village. Each employee will have their own fuel card with a pin number. At the end of each month, the amount of gas usage will be accumulated and the report will show how much gas is used by each employee and where the gas is used. This will help when reporting information to the county auditor. Employees will also provide all receipts to the department supervisor by the end of the next business day. The Fiscal Officer will maintain responsibility for account reconciliation monthly.
Mayor Scott Jerew reported to council that there has been some damage to lights and decorations at Richwood Park. He asked that if anyone should see anything suspicious or damaged, to contact the Richwood Police immediately. The authorities will not tolerate any destruction of the park or any village property.
Council meetings for the 2022 year were also set. Council meets the second and fourth Mondays of each month, unless there is a holiday on that Monday. The meeting will be postponed to the following day of Tuesday.
In other business, council;
–Heard from Village Administrator Monte Asher that regular maintenance of alleys, potholes, lift stations, mowing, collecting lawn bags and chiping has been completed.
-Talked about installing a flood lamp or light when customers are purchasing bulk water. The village is waiting for the software to be delivered to get the system online and available.
The next regular council meeting is set for Monday, Jan. 10, 2022, at 7 p.m. The public is invited to attend.
